RESOLUTION AUTHORIZING A TEMPORARY LICENSE AGREEMENT WITH MINNESOTA POWER FOR THE INSTALLATION AND MAINTENANCE OF A STEAM LINE AT NO COST TO THE CITY.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into and execute a temporary license agreement, substantially in the form attached as Exhibit 1, with the Minnesota Power, a division of Allete, Inc., for the installation, maintenance, and continued placement of a steam line(s) and manifold(s), at no cost to the city.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the city to enter into a temporary license agreement with Minnesota Power for the installation, maintenance and continued placement of a steam line(s) and manifold(s) (the “Utilities Apparatus”) in the parking structure below and adjacent to the Minnesota Power Building located at 30 W. Superior Street.
The area for the Utilities Apparatus primarily lies within a public right-of-way, however, access into Minnesota Power’s private parking structure is needed to install the Utilities Apparatus. The Utilities Apparatus will be installed underneath the Lake Avenue Bridge.
