RESOLUTION AUTHORIZING A SECOND AMENDMENT TO A FUNDING AGREEMENT WITH CHURCHES UNITED IN MINISTRY.

CITY PROPOSAL:

                     RESOLVED, the proper city officials are authorized to enter into a second amendment to a funding agreement with Churches United in Ministry (“CHUM”), substantially in the form of that attached as Exhibit A, related to initiatives related to homelessness planned by Stepping on Up (“SOU”).

 

Statement of Purpose

STATEMENT OF PURPOSE: The purpose of this resolution is to authorize city officials to enter a second amendment to a funding agreement with CHUM. The amendment addresses the status of funding that was previously awarded to CHUM in its capacity as fiscal sponsor for SOU and clarifies that the City is no longer obligated to make any further payments to CHUM under the agreement.

 

The original agreement awarded $150,000 to CHUM to support SOU’s initiatives related to homelessness. An amendment to the contract allocated an additional $500,000 to CHUM to support SOU’s effort to construct a new engagement center for people experiencing homelessness. None of that additional allocation of $500,000 has been spent, and SOU has determined that supporting construction of an emergency shelter at the Damiano Center is a more appropriate use of these funds. This agreement releases the City from any further obligation to pay CHUM for these projects. The City intends to enter a separate agreement awarding these funds to the Damiano Center for purposes of supporting their emergency shelter construction project.
