RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE IN THE AMOUNT OF $29,836 AND FURTHER AUTHORIZING EXECUTION OF A PARTNER AGREEMENT WITH ST. LOUIS COUNTY.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a FY25 Justice Assistance Grant Program award from the United States Department of Justice, Bureau of Justice Assistance, Office of Justice Programs, in the amount of $29,836 to be used for state and local initiatives including First Witness Child Advocacy Center, St. Louis County Sheriff’s Office and the Duluth Police Department; and further are authorized to execute a grant agreement substantially the same as the attached Exhibit B and to accept said grant, funds to be deposited in Revenue Fund # 215-200-2313-4209-02 (Duluth Police Grant Programs, Police, 2025 JAG, Direct Federal Grants Operating) and expenses to be paid from Expense Funds # 215-200- 2313-5447 (Duluth Police Grant Programs, Police, 2025 JAG, Payment to Other Government Agencies) and # 215-200-2313-5580 (Duluth Police Grant Programs, Police, 2025 JAG, Capital Equipment ).
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached Exhibit B, with St. Louis County and First Witness Child Advocacy Center, who are partners of the city under this grant.
Statement of Purpose
STATEMENT OF PURPOSE: The Duluth Police Department is the designated recipient and fiscal agent of a FY2025 Justice Assistance Grant (“JAG”) from the U.S. Department of Justice in the amount of $29,836. The St. Louis County Sheriff’s Office is a partner with the City under this grant as the “disparate” jurisdiction. The City will reimburse St. Louis County $4,000 for services provided by First Witness Child Advocacy Center and $3,730 to support the expansion of its body worn camera program. The City and County will jointly allocate $3,729 to First Witness Child Advocacy Center. The remaining $22,377 will be utilized by the Duluth Police Department to expand its Drone as First Responder program. This resolution authorizes the acceptance of the grant award and approves the agreement with the St. Louis County Sheriff’s Office.
