RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF DULUTH SUPERVISORY ASSOCIATION AND THE CITY OF DULUTH FOR THE YEARS 2025-2027.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement, substantially in the form attached hereto as Exhibit A, with the City of Duluth Supervisory Association covering the years 2025 through 2027.
Statement of Purpose
STATEMENT OF PURPOSE: The city and the City of Duluth Supervisory Association (CDSA) have negotiated a successor collective bargaining agreement (CBA) to their current 2022-2024 CBA. The parties tentatively agreed to a 2025-2027 collective bargaining agreement on October 18, 2024, and the CDSA membership ratified this 2025-2027 CBA on November 21, 2024. This three-year contract includes a new job classification and pay step system which goes into effect on January 1, 2025. The new job classifications and pay steps were based on market factors for individual job titles. The overall market increase was approximately 6 percent over three years, with some employees getting more and some less. The agreement also includes wage increases of 1.5 percent in 2025, 3 percent in 2026, and 3.5 percent in 2027. In addition, the maximum long-term disability pay was increased from $7,000 to $9,000 a month.
