RESOLUTION AMENDING THE 2026 FEE SCHEDULE RELATED TO FEES FOR SHORT TERM RENTAL LICENSING AND PERMITTING.

CITY PROPOSAL:

RESOLVED, that the city of Duluth city council adopted Ordinance No. 26-038-O, amending Chapter 29 and 29A of the Duluth city code to regulate short term rental licensing and permitting and the authority to charge related fees.

RESOLVED, that on December 8, 2025, the city of Duluth city council approved the 2026 Fee Schedule via 25-0883R.

FURTHER RESOLVED: the 2026 fee schedule is amended to add a short term rental conversion fee in the amount of $1,500.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental annual license fee in the amount of $1,500.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental commercial use/occupancy permit fee in the amount of $325.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental bedroom fee, per bedroom, in the amount of $40.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental nonconformance fee per parking space in the amount of $100.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental complaint investigation fee in the amount of $325.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental complaint investigation requiring response outside of normal business hours fee in the amount of $575.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental per unit investigation fee for each occupied rental unit being operated that is not licensed in the amount of $575.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental per unit investigation fee for each rental unit being occupied by more guests than are allowed pursuant to that unit’s number of legal bedrooms in the amount of $575.00

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental per unit investigation fee for each rental unit that allows guest occupancy in a room that is not a legal bedroom in the amount of $575.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental failure to display license number on advertisement fee in the amount of $200.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental failure to display informational notice fee in the amount of $200.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental failure to maintain guest registry fee in the amount of $200.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental investigation for advertising lodging without a license fee in the amount of $325.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental reinstating a revoked or suspended license fee in the amount of $625.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental reinspection after license suspended or revoked fee in the amount of $225.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental owner or agent education course fee in the amount of $0.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental failure to appear for a scheduled inspection fee in the amount of $225.00.

FURTHER RESOLVED, the 2026 fee schedule is amended to add a short term rental reinspection fee for third or subsequent inspections in the amount of $225.00.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution amends the 2026 Fee Schedule to include additional short term permit fees and an annual license fee charged by the City Clerk in accordance with Ordinance No 26-038-O, which established the City’s new short term rental licensing and permitting.
