CITY PROPOSAL:

                     RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Barr Engineering Co. for professional services for surface and groundwater monitoring at Enger Golf Course for an amount not to exceed Seventy-Three Thousand and 00/100th Dollars ($73,000.00), payable from General Fund 110; Public Administration Dept. 121; Facilities Management 1222; Other Professional Services 5319.

 

Statement of Purpose

This resolution authorizes an agreement, substantially in the form attached as Exhibit A, with Barr Engineering Co. (Barr) for professional services for surface and groundwater monitoring at Enger Golf Course.

 

Services to be provided include the design, bid document preparation, and construction support for an irrigation bypass structure, permitting assistance, installation of flow and temperature monitoring equipment on Buckingham Creek, and up to twenty surface water monitoring site visits over a two year period at Buckingham Creek.  Barr will also set up the necessary test equipment and conduct groundwater monitoring over the same two-year period near the creek and in wells located on the property.  A copy of Barr’s proposal is included as an attachment to Exhibit A. Please note that the estimated $10,625 noted in the proposal for equipment purchases is not included in Barr’s fee, as the City will be purchasing the equipment directly.

 

The surface and groundwater monitoring is necessary to ensure that the City is meeting MN Department of Natural Resources (DNR) requirements.  If the project is not completed, the City may be in jeopardy of losing water appropriation permits from the DNR that allow for irrigation of the golf course and preservation of significant City capital assets.
