RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF DULUTH AND CITY OF DULUTH SUPERVISORY ASSOCIATION FOR THE YEARS 2015-2017.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement with City of Duluth of Supervisory Association, substantially the same as that attached as Exhibit A, covering the years 2015 through 2017.
FURTHER RESOLVED, that this collective bargaining agreement shall replace and completely supersede the previous 2015-2017 collective bargaining agreement between the parties approved pursuant to Resolution 15-0207.
Statement of Purpose
STATEMENT OF PURPOSE: The city and the City of Duluth Supervisory Association (CDSA) negotiated and ratified the first collective bargaining agreement (CBA) covering the years 2015-2017. The parties agreed to transition from a 75-hour pay period to a 80-hour pay period for purposes of payroll and vacation administration. The parties agreed to move to a paid time off (PTO) system instead of following the current mix of vacation, sick, and funeral leave. The parties also agreed to require prescription drug copays for non-generic drugs from "per 90-day supply" to "per 30-day supply." Both parties anticipated other bargaining units agreeing to similar PTO systems and the prescription drug copay changes. However, none of the other five subsequent bargaining units agreed to these changes or anything similar. Therefore, the application of these changes to CDSA, who constitute less than 10 percent of the City's workforce, is administratively burdensome and expensive. The city's employee, contractor, and third-party administrator costs of making these changes for such a small subset of total employees arguably outweigh any potential cost savings to the city.
