RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF DULUTH AND LAW ENFORCEMENT LABOR SERVICES LOCAL 503 FOR THE YEARS 2022-2023.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement with the Law Enforcement Labor Services Local 503 containing substantially the same terms as that attached hereto as Exhibit A, covering the terms and conditions for Law Enforcement Labor Services Local 503  bargaining unit members for the years 2022 through 2023.

 

Statement of Purpose

STATEMENT OF PURPOSE: Effective January 1, 2022, the Deputy Police Chiefs are no longer represented by the City of Duluth Supervisory Association.  The Deputy Police Chiefs are now represented by Law Enforcement Labor Services Local 503; this is a new City bargaining unit. The parties tentatively agreed to a 2022-2023 collective bargaining agreement on June 17, 2022.

 

The agreement is revised to include gender-neutral pronouns only. The agreement is a two-year contract with general wage increases of 2% in 2022 and 2% in 2023. Effective January 1, 2022, bargaining unit members will receive an additional 8% market adjustment increase.  Effective 2022, Juneteenth is added as a holiday for purposes of holiday pay and paid leave. Bargaining unit members will receive an annual uniform allowance payment of $500 in 2022 and $500 in 2023.
