RESOLVED, that the proper city officials are authorized to enter into an agreement substantially in the form as attached Exhibit 1, with the Commissioner of Transportation, State of Minnesota, granting the City a limited use permit for the use of an existing snowmobile trail in the state’s right-of-way for Trunk Highway 23 (Grand Avenue) shown by Exhibit A of the agreement.
Statement of Purpose
STATEMENT OF PURPOSE: Resolution authorizing a limited use permit (LUP) agreement with the Minnesota Department of Transportation (MnDOT) for construction, maintenance and operation of a snowmobile trail in the trunk highway 23 (Grand Avenue) right-of-way.
Knowlton Creek runs under Grand Avenue (TH23). The City has had a snowmobile trail underneath the bridge for many years. This trail sustained washout damage in the rain events from April 2023 to July 2024. The City was granted an emergency permit to rebuild the trail while it perused the necessary longer-term LUP for continued access and use.
