Title

RESOLUTION AUTHORIZING AN INCREASE TO CONTRACT WITH NORTHLAND CONSTRUCTORS OF DULUTH, INC., FOR BITUMINOUS (HOT MIX BLACKTOP) FOR STREET MAINTENANCE ACTIVITIES IN 2021 IN THE AMOUNT OF $130,000 FOR A NEW ESTIMATED AMOUNT OF $330,000.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to increase the contract with Northland Constructors of Duluth, Inc. (Northland) in the amount of $130,000 for bituminous for street maintenance activities in 2021 for an estimated amount not to exceed $330,000, payable from 290-500-5222 (Street System Maint Utility; Public Works and Utilities; Blacktop)

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an increase to Northland’s portion of the split award of bituminous needed for street maintenance activities for the 2021 construction season. The initial award was estimated at $200,000 to Northland and $35,000 each to Monarch Paving and Ulland Brothers.

Splitting the award allows the city to purchase material from any of the three vendors depending upon the location of the project and the availability of a particular mix.  The $35,000 award to Ulland Brothers has not been used and will be closed to help offset the increase to Northland.

Street Maintenance crews were able to take advantage of the early spring, drier than average patching season, and a projected warmer and longer fall to increase the amount of patching completed this season; which resulted in the need for additional bituminous material. The new total estimated amount is still well within budget.
