CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to apply for and accept a $4,500 grant from the Clean Energy Resources Team Seed Grant Program, a public-private partnership led through the University of Minnesota extension regional sustainable development partnerships.
FURTHER RESOLVED, the city will provide a local grant match of $1,500 in the form of in-kind services to support the grant award outcomes.

Statement of Purpose
STATEMENT OF PURPOSE: The resolution authorizes application to the Clean Energy Resources Team Seed Grant Program for a grant of $4,500 to encourage adoption of energy efficiency technology in Duluth homes. This grant would allow city staff to coordinate with local partners to host a Duluth area contractor educational workshop on cold climate air source heat pump (ccASHP) installation. Proper understanding of ccASHP operation, installation, and financial incentives will be key in increasing energy efficiency and lowering energy costs for Duluth residents. This grant application supports the city's carbon emission reduction goals and the 2020 Climate Emergency Declaration by city councilors.

Cold climate air source heat pumps are an energy efficient technology that can save homeowners money by reducing heating bills and also reduce carbon emissions. This workshop will contribute to local knowledge and provide training and opportunity for HVAC professionals who want to work on ccASHP installations. Along with reducing heating costs, ccASHP installations add air conditioning function in homes, making them more resilient to high humidity/heat days.

The grant covers the cost of work force development staff time, speaker fees and other workshop costs, along with scholarships/incentives for attendees.
