RESOLUTION AMENDING THE STANDING RULES TO INCLUDE A CODE OF CONDUCT.

 

Body

BY PRESIDENT NEPHEW, VICE-PRESIDENT KENNEDY AND COUNCILORS JOHNSON AND TOMANEK:

                     WHEREAS, the mission of the Duluth city council is to develop effective public policy rooted in citizen involvement that results in excellent municipal services and creates a thriving community prepared for the challenges of the future;

                     WHEREAS, the Duluth city council honors the tools of civility in conducting the business of the council;

                     WHEREAS, city council meetings should be conducted in a courteous manner while recognizing the validity of differing points of view and the promotion of democratic discussion and debate;

                     WHEREAS, city council members lead by example in treating all people with dignity and respect;

                     WHEREAS, the Duluth city council desires to amend the standing rules to include a Code of Conduct; and

                     WHEREAS, to amend the Standing Rules, a two-thirds majority council vote is required.

                     NOW, THEREFORE, BE IT RESOLVED, that the Standing Rules are amended to add a new Rule 18 as shown in the attached Document A.

                     

Statement of Purpose

STATEMENT OF PURPOSE. The resolution is to amend the Standing Rules to include a Code of Conduct. The purpose of the Code of Conduct is to affirm that Councilmembers share a fundamental responsibility to serve the community with integrity, dignity, and in a respectful manner in carrying out their duties as elected officials. The Code of Conduct will outline appropriate expectations for behavior and interactions with each other, city staff, citizens and others regarding city business.
