CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to enter into an agreement, substantially in the form of the attached Exhibit B, for brownfield cleanup oversight with MSA Professional Services, Inc. for an amount not to exceed $106,500.00, payable from fund 255-020-5319, (economic development, Planning, other professional services).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with MSA Professional Services, Inc. for brownfield cleanup oversight for an amount not to exceed $106,500.00.

 

The purchasing division issued a request for proposals on September 19, 2025 and MSA Professional Services was the highest scoring proposer. Below are the scoring results.

This resolution is to authorize the procurement of Environmental Consulting Services to fulfill oversight responsibilities required under the City of Duluth’s 2022 Brownfield Revolving Loan Cleanup Fund (BRLF) Grant from the U.S. Environmental Protection Agency (EPA). This action is essential to resume implementation of the $1,000,000 grant awarded to the City for brownfield remediation activities. The BRLF grant includes funding to competitively hire a Qualified Environmental Professional (QEP) to oversee environmental site activities, ensure regulatory compliance, facilitate community engagement, and maintain administrative records for each site. Due to internal staffing transitions, progress on the grant has been delayed and no funds have been expended to date. Securing a QEP is a required step under the Cooperative Agreement and will enable the City to activate the grant and advance cleanup efforts.
