CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Short Elliott Hendrickson, Inc, substantially in the form of the attached Exhibit A, to provide professional engineering design services for the West Superior Street Reconstruction Project, payable out of Permanent Improvement fund 411, Department/Agency 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 2104, S.P. 118-109-021.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Short Elliott Hendrickson, Inc, for professional engineering design services for the reconstruction of West Superior Street from West Michigan Street to Carlton Street. Federal Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant funds, Municipal State Aid for Local Transportation funds, water utility funds, gas utility funds, and stormwater utility funds will be used for construction. Due to the complexity of delivering this planning and design project as well as the limited time frame of bidding this project due to the timelines required by the grant, the city requested the services of a consultant engineer. The project consists of a complete transformational re-design of a former urban highway to a multimodal mobility hub for people of all ages, abilities and incomes. The project will be a full reconstruction of the roadway and utilities of the 1.65-mile segment of West Superior Street from Carlton Street to Michigan Street
