CITY PROPOSAL:
WHEREAS, the city solicited a requested for proposals and held interviews to select a recommended consultant to develop the first ever Duluth Natural Resources Management Program Plan and recommends the selection of Emmons and Olivier Resources, Inc. for the Duluth Natural Resources Management Program Plan.
WHEREAS, the funding for this work will be provided by a grant from the US Environmental Protection Agency’s Great Lakes Restoration Initiative as well as city funds established for this work.
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement that will go into effect September 2020 and expire March 2022 in the form substantially attached as Exhibit A with Emmons and Olivier Resources, Inc. in the amount of $123,114 payable from 205-130-1220-5441-CM205-SLRNA-PHASE2 (Parks Fund, Community Resources, Park Capital, Other Services and Charges, Capital Maintenance Fund 205, St. Louis River Natural Area, Phase 2).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution is for a contract to develop a city-wide Natural Resources Management Program Plan paid for by a grant from the US Environmental Protection Agency Great Lakes Restoration Initiative (USEPA GLRI).
The Duluth Natural Resources Management Program Plan will set goals and strategies to protect, rehabilitate, manage, and monitor Duluth’s open space consistent with the Imagine Duluth 2035 Comprehensive Plan. The plan will have a practical emphasis on engagement of federal, state, and tribal natural resource agency partners to help to advance the City’s natural resource management goals. The plan will be reviewed and approved by the Natural Resource Commission prior then submitted to the City Council for final approval.
