CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a consultation services agreement with Urban Ecosystems Landscape Architects for professional services in historic and cultural interpretation, in an amount not to exceed $82,536, as proposed in Exhibit A, payable from 450-030-5535-CP450-20BOND-LKWALK (Capital Improvements-Finance-Non-Capital Improvements-Capital Projects Other Fund Contributions-City & State Bonds 2020-Lakewalk Shoreline).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a professional services agreement with Urban Ecosystems Landscape Architects to help the City develop an interpretive plan for the Baywalk and Lakewalk from Pier B to 21st Avenue East. The scope of work is attached as Exhibit A. The project area depicted in Exhibit B includes 3.5 miles of heavily used waterfront trails and park spaces.
The consultant will intensively engage the community and diverse stakeholders to identify the themes to be interpreted and design specific installations addressing those themes. Themes will cover the cultural, historical, and ecological significance of Duluth's downtown waterfront. Installations will use art, historical images, narrative, and landscape architecture to convey appreciation for the interpretive themes and help visitors and residents alike connect to this special place.
The process will follow the model of inclusive cross-cultural interpretive planning established by the interpretive plan for Waabizheshikana - The Marten Trail.
