RESOLUTION AUTHORIZING A FIVE-YEAR RIGHT OF ENTRY WITH THE UNITED STATES OF AMERICA FOR USE OF PROPERTY RELATED TO IMPROVEMENTS ON THE AERIAL LIFT BRIDGE, AT NO COST TO THE CITY.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a right of entry, substantially in the form attached as Exhibit 1, with the United States of America, Department of Army, for the period October 1, 2025 through September 30, 2030 allowing for use of real property for staging, storage and access related to improvements on the aerial lift bridge, at no cost to the City.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a right of entry with the United States of America, Department of Army (the “Army Corps”), for the period October 1, 2025, through September 30, 2030, allowing for use of real property related to improvements on the aerial lift bridge, at no cost to the city.
The city intends to make improvements to the Aerial Lift Bridge over the course of multiple years to: (i) make repairs to the bridge’s iconic overhead truss, (ii) make repairs to the lower region of the lift span truss and decking system, (iii) replace the bituminous approaches, (iv) and repair the concrete abutments, abutment wingwalls and tower base pedestals (the “Project”). In order to complete the project, the city needs to utilize the areas surrounding the bridge and bridge abutments for storage, staging, access and other purposes (collectively, the “Ancillary Tasks”). The Army Corps is willing to grant this right of entry to provide the city the proper permission to utilize the spaces around the bridge to complete the project and Ancillary Tasks.
