RESOLUTION AUTHORIZING ACCEPTANCE OF A SUBGRANT FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES IN THE AMOUNT OF $156,600 TO SUPPORT ACCESS IMPROVEMENTS AT PERCH LAKE LANDING.

CITY PROPOSAL:
WHEREAS, the Minnesota Department of Natural Resources was awarded a grant from the U.S. Environmental Protection Agency through the Great Lakes Restoration Initiative to support habitat restoration and site access improvements at Perch Lake; and
WHEREAS, the Minnesota Department of Natural Resources seeks to award a subgrant from the Great Lakes Restoration Initiative grant to the City of Duluth to support final design and materials and equipment purchases for the future implementation of Perch Lake Landing access improvements.
NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized to accept and execute the grant agreement, substantially in the form attached as Exhibit A, with the State of Minnesota, to accept a Federal sub-award in an amount not to exceed $156,600 with said funds to be deposited into fund 205-130-1220-4210-01-CM205-PRCHLK (Parks fund, community resources, Parks capital, pass-thru Federal grants capital, capital maintenance fund 205, Perch Lake) to support access improvements at Perch Lake Landing.
FURTHER RESOLVED, the City of Duluth has the legal authority to accept the funding and the financial, technical, and managerial capacity to ensure proper planning and maintenance of the project. There is no match required for these funds.
FURTHER RESOLVED, that the Duluth City Council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.
