CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an eighteen-month license agreement, substantially the same as the agreement attached as Exhibit 1, with Community Action Duluth, for the control and removal of invasive species within multiple city parks and recreational areas, at no cost to the city.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an eighteen-month license agreement with Community Action Duluth (“CAD”), for the control and removal of invasive species within multiple city parks and recreational areas, at no cost to the city. The city-owned areas to be targeted under this license agreement are Hartley Park, the Western Waterfront Trail, Lincoln Park, and Kingsbury Creek.
CAD applied for and received a grant from the U.S. Environmental Protection Agency, for the control and removal of invasive species in certain areas within the City of Duluth. The granting of this license agreement allows CAD, through its Stream Corps Program and in consultation with the City’s Parks Department, to enter and occupy city-owned property to mechanically and chemically control the following invasive species: buckthorn, honeysuckle, phragmites, wild parsnip, Japanese knotweed, and garlic mustard. CAD will follow all applicable laws and rules in connection with the invasive species removal and utilize best practices.
