RESOLUTION AUTHORIZING AN AGREEMENT WITH CIRRUS DESIGN CORPORATION FOR TEMPORARY CLOSURE OF AIRPORT APPROACH ROAD.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Cirrus Design Corporation (Cirrus), substantially in the form attached hereto as Exhibit A, for temporary closure of Airport Approach Road, which will allow Cirrus to transport its aircraft to and from the airfield at the Duluth International Airport.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Cirrus Design Corporation (Cirrus) for temporary closure of Airport Approach Road to allow Cirrus to transport its aircraft to and from the airfield at the Duluth International Airport.
Cirrus currently leases a 26,000 square foot building owned by the Duluth Airport Authority and known as the 311 Building. The 311 Building was constructed in 1986 and previously owned by the Federal Bureau of Prisons, but later conveyed to the Airport Authority at no cost. Because there has not been a long-term lease for the building, the Airport Authority has made no major investments. Cirrus began leasing the facility to accommodate continued manufacturing and expansion, spending approximately $520,000 to date on building renovation with an additional $500,000 anticipated this construction season.
The 311 Building will be used to manufacture and assemble aircrafts. This agreement will allow Cirrus to transport assembled aircrafts to the airfield for flight. Temporary closure of Airport Approach Road to vehicular traffic is required for the safe transport of aircrafts. Cirrus will conform to the Minnesota Manual of Uniform Traffic Control Devices and the Minnesota Flagging Handbook during aircraft transport. Cirrus has also developed an internal Aircraft Tug Policy.
