WREN WORKS FOR DREDGING OF THE DECC SEAWALL IN AN AMOUNT NOT TO EXCEED $860,612.75

RESOLVED, by the Duluth Economic Development Authority ("DEDA") that the proper DEDA officials are hereby authorized to enter into a construction contract, with Wren Works LLC for maintenance dredging of the DECC seawall, in an amount not to exceed $860,612.75, payable from Fund 860.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a construction contract with Wren Works LLC for dredging of the DECC seawall. This work was identified as a critical action, allowing for cruise ships to dock directly alongside the DECC, and ensuring previous City and DEDA investments are fully realized.
Earlier this year, DEDA Commissioners approved several resolutions in support of this work:
24D-09: Resolution Authorizing an Engineering Professional Services Agreement with AMI Consulting Engineers P.A. to Provide Development of Plans and Specifications for Performing Maintenance Dredging to Allow for Cruise Ships to Berth Along the Seawall Behind the Duluth Entertainment Convention Center DECC) in an Amount of $74,100
24D-10: Resolution Authorizing the Transfer Of $575,000.00 out of the Storefront Loan Program Fund 867 to the DEDA Operating Fund 860 for the Purpose of Funding the Dredging Project
24D-19: Resolution Authorizing a Tariff Revenue Sharing Agreement Between the Duluth Economic Development Authority and the Duluth Entertainment and Convention Center Authority
This action is the final step required by DEDA Commissioners to move forward with the dredging work.
The Purchasing Agent issued an invitation to bid for the project on November 11, 2024 and received the three responses below. Wren Works LLC was the lowest responsible and responsive bid.
