CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to the Duluth Fire Department to purchase new per- and polyfluoroalkyl substance free ("PFAS") firefighting personal protective equipment ("PPE") from Heiman Fire Equipment in the amount of $55,000, payable from fund 250-015-2024-5580, CE250-E2403 (capital equipment, public administration, 2024-fiscal year-2024, capital equipment, personal protection equipment.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the Duluth Fire Department to purchase approximately ten non-fluorinated firefighter turnout ensembles and approximately 35 pairs of firefighting boots from Heiman Fire Equipment.

The purchase of these ten firefighting turnout ensembles marks a milestone for the City of Duluth, the Duluth Fire Department, and IAFF Local 101 as these ten sets will be the first modern firefighting turnout ensembles to be purchased that are free from fluorinated chemicals present from the manufacturing of the turnout ensembles. The purchase of these approximately ten sets will help reduce firefighter exposure to the "forever chemicals" that have been present in the manufacturing of turnout ensembles for over 40 years. The new turnout ensembles will be for new hires and to replace current turnout ensembles that are past ten years of age in keeping with NFPA 1851 (standard on selection, care, and maintenance of protective ensembles for structural firefighting and proximity firefighting).

The purchase of the firefighting boots is to replace the firefighting boots that are over ten years of age and to keep the fire department compliant with NFPA 1851 (standard on selection, care, and maintenance of protective ensembles for structural firefighting and proximity firefighting).
