RESOLUTION ENCOURAGING ALL-GENDER, SINGLE-USER, ACCESSIBLE RESTROOMS ON CITY PROPERTY.

BY COUNCILORS ANDERSON AND WESTERLUND:
WHEREAS, prompt access to sanitary restroom facilities is important for all citizens, including people with children, transgender people, and people with disabilities;
WHEREAS, gender-specific restrooms result in people needlessly waiting for a particular restroom to be vacated while identical restrooms go unused;
WHEREAS, the safety, comfort and health of the public and the city’s employees will benefit from the removal of unneeded restrictions on single-user restrooms;
WHEREAS, in 2015 the state building code was modified to allow for all-gender family/assisted use facilities; and
WHEREAS, the city has already modified two single-user restrooms in city hall for all-gender use and is in the planning process of creating two all-gender family restrooms in the Lincoln Park Pavilion.
NOW, THEREFORE, BE IT RESOLVED, that the council encourages the administration to continue modifying existing single-user restrooms on city property for all-gender use and to label single-user bathrooms accordingly.
FURTHER RESOLVED, that the council encourages the administration to promote the inclusion of all-gender, accessible, single-user restrooms when planning, constructing or modifying city buildings and facilities whenever possible.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution promotes the health, safety and comfort of the public and city employees by encouraging all-gender, accessible, single-user restroom facilities on city property.
