RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES FOR A COMMUNITY TREE PLANTING GRANT OF UP TO $385,000 TO SUPPORT REPLACEMENT OF TREES LOST TO EMERALD ASH BORER AND ESTABLISH A MORE RESILIENT URBAN FOREST.

CITY PROPOSAL:
BE IT RESOLVED, that the proper City officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for a Community Tree Planting Grant of up to $385,000 to support replacement of trees lost to emerald ash borer and establish a more resilient urban forest.
FURTHER RESOLVED, that the City of Duluth has the legal authority to accept these funds if awarded and the financial, technical, and managerial capacity to ensure proper planning and implementation of the project.
FURTHER RESOLVED, that there is no local match required for the Community Tree Planting Grants and no match is being committed by the City of Duluth.
FURTHER RESOLVED, that the Duluth City Council names the fiscal agent for this project as Josh Bailey, City of Duluth Interim Finance Director, 411 West First Street, Duluth, MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes application to the Minnesota Department of Natural Resources for a Community Tree Planting Grant of up to $385,000 to support replacement of trees lost to emerald ash borer and establish a more resilient urban forest. There is no local matching requirement for this grant program.
If awarded, grant funds would allow continued progress to address remaining dead and dying ash trees and replanting efforts that exceed available resources for City staff time or funds to support contractor support. Funding would support additional removals of dying or dead ash trees that present public safety risk, stump grinding of previously removed ash trees, and replacement plantings of a variety of native and climate-adapted species.
