CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to execute an agreement with MSR Design for professional architectural design services related to renovation of the main library as identified in the attached Exhibit A for a total amount not to exceed $214,658.00, payable from fund 450-030-5520-CP450-24BOND-MNLBRY (capital improvements, finance, buildings and structures, capital projects - other fund contributions, MN state bonds 2024, library bonding project).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with MSR Design for professional architectural design services related to renovation of the Downtown Library for an amount not to exceed $214,658.00. Per their proposal, MSR Design intends to carry out the work in partnership with LHB Engineering and Krause Anderson Construction.
Professional architectural design services are needed to coordinate and complete a pre-design report to be submitted to the State of Minnesota in October. Submission of the pre-design report is required for the project to be eligible for state capital funding in the 2024 Minnesota Legislature.
Designed in 1970 and opened to the public in 1980, the main library requires significant improvements towards function and energy-efficiency. This scope amounts to a full renewal of building systems, reconfiguration of interior layouts, and a new operational scheme to accommodate the Duluth Workforce Development Department operations that will be co-located there.
Purchasing issued a Request for Proposals on Monday, December 19th, 2022 and received nine proposals as listed below. The top four scoring proposers were interviewed and MSR Design was selected for award.
