RESOLUTION AUTHORIZING THE PURCHASE OF REAL PROPERTY FROM ONEOTA CEMETERY ASSOCIATION FOR MULTI-USE PARK IN ABANDONED QUARRY.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into the purchase agreement attached as Exhibit 1 with Oneota Cemetery Association authorizing the purchase of that property described on Exhibit A attached to said agreement for the purchase price of $54,000, payable from Fund No. 452-030-5530 Project 1508 (tourism and recreation projects fund, finance, improvements other than buildings, West Duluth climbing park).

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute all documents necessary to effectuate the acquisition of the real property from Oneota Cemetery Association and to accept a quit claim deed for the property.

Statement of Purpose

STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the purchase of a 10.6 acre property from Oneota Cemetery Association that will be part of a new 29.4 acre multi-use park centered on the abandoned quarry above the Cody neighborhood in West Duluth.  The park, already popular with neighborhood walkers and regional ice climbers, will include pedestrian trails, ice climbing, and trailheads for the Superior Hiking Trail and the Duluth Traverse. The park is one of two dozen St. Louis River corridor projects approved in concept by the city council on March 23, 2015, for potential funding from the half-and-half tax. On August 31, 2015, the City Council formally accepted the other 18.8 acres of the park from St. Louis County at no cost to the city of Duluth.  Exhibit 2 attached is a map showing the former tax forfeit property and the property to be purchased from Oneota Cemetery Association.
