RESOLUTION ADOPTING AN EMERALD ASH BORER (EAB) MANAGEMENT PLAN.

CITY PROPOSAL:

 

                     WHEREAS, the State of Minnesota has confirmed that the insect commonly known as the Emerald Ash Borer (agrilus planipennis) has infested the substantial population of true ash trees in Duluth’s urban forest and boulevards; and

 

WHEREAS, if EAB is not proactively managed, all or nearly all of those ash trees will die and fall causing potential harm to the environment, the economy, and public health; and

 

                     WHEREAS, management strategies have been developed to reduce the harm caused by EAB through a combination of education, quarantine, treatment, removal, and replanting;

 

                     NOW, THEREFORE, BE IT RESOLVED that the Duluth city council approves and authorizes implementation of the Emerald Ash Borer Management Plan developed by the park maintenance division, and reviewed and approved by the urban forest commission, attached hereto as Exhibit A. The plan outlines the ash tree assets of the city of Duluth and defines the city’s strategy for managing infestation of these trees through a combination of education, quarantine, treatment, removal, and replanting. The council authorizes implementation of the plan to the extent that available financing permits.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes implementation of the Emerald Ash Borer Management Plan to the extent that available financing permits. The plan describes how the city intends to manage the infestation of Duluth’s ash tree population by the insect known as the Emerald Ash Borer through a combination of education, quarantine, treatment, removal, and replanting. If not managed, all or nearly all true ash trees in Duluth will die and fall posing potential harm to the environment, the economy, and public health.
