CITY PROPOSAL:

WHEREAS, the City participates in the Federal Communication Commission's E-Rate program which makes telecommunications and information services more affordable for schools and libraries via reimbursement.

WHEREAS, through this program the City may receive discounts on telecommunications, telecommunications services, and Internet access, as well as internal connections, managed internal broadband services and basic maintenance of internal connections.

WHEREAS, the City budgets for telecommunications and information services in the library as part of the City's operating budget. The reimbursements do not always come in the same year the expenditures happen, and are thus not able to be reinvested.

WHEREAS, by creating a fund for Information Technology these reimbursements can be reinvested to support a sustainable fund for future needs.

WHEREAS, the Governmental Accounting Standards Board Statement No. 54 requires the city council to take action to commit resources for a designated purpose.

THEREFORE, BE IT RESOLVED, that an Information Technology fund be created within the city's Special Projects Special Revenue Fund - Information Technology (Fund 210-030-3212) to pay for costs associated with maintaining and improving telecommunications and technology infrastructure within city assets including equipment, license agreements, software support, product upgrades, maintenance costs, and other costs related to sustaining the integrity of the City's technology program.

BE IT FURTHER RESOLVED, that reimbursements from the Federal Communications Commission - Universal Service Administrative Company's E-Rate program be committed as a funding source for this fund, but not limited to...
