RESOLUTION AUTHORIZING DETOUR AGREEMENT NO.1061151 WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR PAYMENT BY THE STATE TO THE CITY FOR USE OF SUPERIOR STREET, 40TH AVENUE EAST, 26TH AVENUE EAST AND 21ST AVENUE EAST AS DETOUR ROUTES FOR THE TRUNK HIGHWAY NO. 61 PROJECT.

CITY PROPOSAL:

RESOLVED, This resolution will authorize City Officials to enter into a detour agreement with MnDOT for the use of city roads while construction of the London Road project occurs. The City will receive payment for the use of the road, and also a lump sum payment that will be used to complete a mill and overlay over a portion of the detour route. The State is paying for one lane in one direction over the portion of the detour with the worst pavement conditions (E. Superior Street from 45th Ave. East to the Duluth East High School driveway). The City will supplement that revenue with City Sales Tax Funds to complete a mill and overlay project over the entire width of E. Superior Street from approximately 45th Ave. East to 33rd Ave. East. We intend to complete this work this fall if possible. If we are unable to complete the work this fall, the work will be completed in the spring of 2026. 

 

Statement of Purpose:

STATEMENT OF PURPOSE: This resolution authorizes City Officials to enter into detour agreement no.1061151 with MnDOT for payment to the City for the one lane use of Superior Street, 40th Ave East, 26th Ave East, and 21st Ave East as detour routes for the Trunk Highway 61 project.
