RESOLUTION AUTHORIZING SECOND AMENDMENT TO CITY CONTRACT NO. 21739 WITH THE STATE OF MINNESOTA HOMELAND SECURITY AND EMERGENCY MANAGEMENT DIVISION FOR CONTINUED PROVISION OF HAZARDOUS MATERIALS CHEMICAL ASSESSMENT TEAM SERVICES THROUGH SEPTEMBER 30, 2017, IN THE AMOUNT OF $75,000 PLUS CERTAIN COSTS REIMBURSEMENTS FOR A TOTAL CONTRACT AMOUNT OF $255,000.

CITY PROPOSAL:
RESOLVED, that proper city officials are hereby authorized to enter into a second amendment to City contract no. 21739, substantially in the form attached as Exhibit A, with the state of Minnesota through its commissioner of public safety, division of homeland security and emergency management for the city to provide services as a hazardous materials chemical assessment team, extending the term of the agreement through September 30, 2017, and increasing reimbursement rates, increasing the amount payable by $75,000 plus certain reimbursable costs for a total contract amount of $255,000, said sum to be payable to Fund No. 210-030-3192-4220-02 (Special Projects Fund, Finance, Hazmat Contractor Compensation, State of Minnesota).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the renewal of the contract to allow the City to continue to provide hazardous materials chemical assessment team services through September 30, 2017.
The hazardous materials chemical assessment teams (“CATs”) are intended to assist local authorities at the scene of a hazardous materials incident by providing simple mitigation to a hazardous materials incident and are required to recommend to the local incident manager the best means of controlling the hazard. The City has been performing these services under contract with the State for a number of years; this agreement would allow the City to continue to do so and would provide for the City to receive State reimbursement funds for providing these services.
