RESOLUTION AMENDING CITY COUNCIL STANDING RULES TO MODIFY THE PUBLIC COMMENT PROVISIONS.

BY VICE-PRESIDENT NEPHEW:
WHEREAS, the council wishes to make council meetings more effective and efficient by updating and modernizing the standing rules;
WHEREAS, limiting the initial public comment period to comments on agenda items and adding a second public comment period at the end of the meeting will allow councilors to address city matters more effectively;
WHEREAS, to amend the Standing Rules, a two-thirds majority council vote is required;
NOW, THEREFORE, BE IT RESOLVED, that the Standing Rules are amended as reflected in the attached Document A.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution is to amend the Standing Rules to allow for more effective and efficient council meetings. The change in the public comment process allows for more focused, agenda-specific items to be commented on prior to their discussion and disposition at council meetings. Non-agenda items will be heard after council has concluded the agenda.
