RESOLUTION AUTHORIZING ACCEPTANCE OF $219,888 FROM THE MINNESOTA POLLUTION CONTROL AGENCY FOR THE INSTALL AND MAINTENANCE OF AN ELECTRIC VEHICLE FAST CHARGING STATION AT ENDION STATION.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to accept $219,888 from the MPCA to install and maintain an electric vehicle direct current fast charging station at Endion Station. No match is required.

 

FURTHER RESOLVED, the city of Duluth has the legal authority to accept the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.

 

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose: This is a resolution authorizing acceptance of $219,888 from the Minnesota Pollution Control Agency for the full cost to install a direct current fast charging station at Endion Station. The MPCA requires that the station be in operation at the Endion site for five years. The grant covers maintenance costs for that period. No City matching contribution is required. Revenue generated by public use of the charger will be put aside to cover maintenance costs beyond the initial five years of operation. The new charging station will replace a now inoperable City-owned fast charging station at the same location that has prompted numerous public complaints.

 

Minnesota communities have in interest in providing more fast charging stations to accommodate the rapidly growing number of electric vehicles in the state - 53,356 as of January 2024. A new fast-charging station at the heart of Duluth’s tourism district will fill a critical gap in service.
