RESOLUTION AUTHORIZING A DECREASE OF $9,087 IN COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR THE 2025 PROGRAM YEAR.

CITY PROPOSAL:

RESOLVED, that the city council hereby decreases the total expenditure of the 2025 Community Development Block Grant (“CDBG”) program by an amount of $9,087 due to a decrease in allocation to the city by United States Department of Housing and Urban Development (“HUD”) from the original estimate of $2,351,000 to the final HUD award of $2,341,913 and authorizes amendments to the appropriate agreements consistent with the allocations as set forth in Attachment 1.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution finalizes the 2025 Program portions of the CDBG Program. The City budgeted $ 2,351,000 for the FY 2025 HUD award to the CDBG Program in Resolution 25-0066R. HUD officially notified the city of the FY 2025 CDBG allocation on May 14, 2025. The award letter from HUD awarded $2,341,913 to the CDBG program, which is a decrease of $9,087 from the anticipated amount for the program year that runs from April 1, 2025 through March 31, 2026. This reallocation of funds is within the approved contingency plan for CDBG funds; therefore, no public hearing was required.  Safe Haven Shelter Program is being recommended for an additional $10,147 in ESG reprogram funds with resolution 25-0489R to address the CDBG reduction.
