RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF DULUTH AND LAW ENFORCEMENT LABOR SERVICES 363 FOR THE YEARS 2022-2023.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute and implement a collective bargaining agreement with Law Enforcement Labor Services 363 containing substantially the same terms as that attached hereto as Exhibit A, covering the terms and conditions for Law Enforcement Labor Services 363 bargaining unit members for the years 2022 through 2023.
Statement of Purpose
STATEMENT OF PURPOSE: The City and the Police Lieutenants, represented by Law Enforcement Labor Services (LELS) 363 have been in negotiations for a successor agreement to their current 2021 collective bargaining agreement. The parties tentatively agreed to a 2022-2023 collective bargaining agreement on March 29, 2022, and the LELS membership ratified the 2022-2023 collective bargaining agreement on April 4, 2022. The agreement is a two-year contract with general wage increases of two percent in 2022 and two percent in 2023. Effective January 1, 2022, bargaining unit members will receive an eight percent market adjustment increase. Other changes include: an increase in vacation leave accrual from 9 to 10 hours per pay period, the addition of Juneteenth as a holiday, an increase to the hourly overtime rate for certain holidays and a decrease from 120 to 60 days of annual sick leave.
