CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an amendment to agreement L30511 with AMI Consulting Engineers for additional construction services for Duluth Seawall, Baywalk, and Harbor Drive coastal engineering project as detailed in the attached proposal as Exhibit A, for an increase of $370,480.00 and a new total amount not to exceed $1,460,920.25, payable from fund 450-030-5530-CP450-20BOND-SEAWALL (Capital Improvements, Finance, Improvements Other than Buildings, Capital Projects - Other Fund Contributions, City & State Bonds 2020, Seawall Phase II).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to agreement L30511 with AMI Consulting Engineers for additional construction services for Duluth Seawall, Baywalk, and Harbor Drive Coastal Engineering project behind DECC. The additional costs are attributable to items that were not part of initial scope of work including sheet pile tolerance testing, design changes due to unknown underground obstructions, contaminated soils, closure of Harbor Drive, and extension of construction schedule.

This agreement will be paid for with a portion of $5.5 million of tourism-tax-funded City bonding dedicated in 2020 to pay for the City’s portion of the cost to resiliently reconstruct destroyed, damaged, and vulnerable coastal infrastructure along Brighton Beach, the Lakewalk, Canal Park, the Baywalk, and the DECC/Aquarium seawall.
