RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, IN THE TOTAL AMOUNT OF $626,835 AND AUTHORIZING AGREEMENTS WITH PROGRAM FOR AID TO VICTIMS OF SEXUAL ASSAULT AND MINNESOTA BUREAU OF CRIMINAL APPREHENSION FOR THEIR PARTICIPATION IN THE 2017 SAKI PROJECT: CITY OF DULUTH AS PART OF THE NATIONAL SEXUAL ASSAULT KIT INITIATIVE.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $626,835, and to execute a grant agreement substantially the same as the attached Exhibit B.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a partner agreement, substantially the same as the attached Exhibit C, with Program for Aid to Victims of Sexual Assault, Inc. (PAVSA) and to execute a contract, substantially the same as the attached Exhibit D, with the Minnesota Bureau of Criminal Apprehension (BCA), for their participation in the project to address the backlog of unsubmitted sexual assault kits; revenue to be deposited in Fund #215-200-2214-4209-02 (Duluth Police Grant Programs, Police, SAKI Grant, Direct Federal Grants Operating) and Expenses to be taken from Fund # 215-200-2214-5447 (Duluth Police Grant Programs, Police, SAKI Grant, Payment to Other Govt. Agencies) and Fund #215-200-2214-5700-10 (Duluth Police Grant Programs, Police, SAKI Grant, Interfund Transfers Out to General Fund).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant whose budget is attached as Exhibit A in the amount of $626,835 from the Department of Justice, Bureau of Justice Assistance to support a multidisciplinary community response to reform jurisdictions' approaches to sexual assault cases resulting from evidence found in previously unsubmitted sexual assault kits (SAKs).
