CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to provide concurrence to St. Louis County to enter into a contract with Northland Constructors of Duluth, Inc. for reconstruction of Morris Thomas Road (CSAH 56) from Piedmont Avenue to Haines Road (CSAH 91) with a city share in the amount of $1,322,456.75 with $984,881.75 payable from water utility fund 510, $72,544.00 payable from gas fund 520, and $265,031 payable from sanitary sewer fund 530, city project no.1835.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes concurrence to St. Louis County to enter into a contract with Northland Constructors of Duluth, Inc., for the reconstruction of Morris Thomas Road (CSAH 56) from Piedmont Avenue to Haines Road (CSAH 91) with a city share in the amount of $1,322,456.75. Northland Constructors of Duluth, Inc. was the lowest responsible bidder out of the 4 companies that responded. The project was designed and bid under a cooperative agreement between St. Louis County and the City (Resolution 22-0861). The engineer's estimate for the city share was $1,300,000 payable from water utility fund 510, $125,000 payable from gas fund 520 and $150,000 payable from sanitary sewer fund 530, city project No. 1835.
The county held several public meetings on the project in 2021 and 2022, and was not deemed controversial. This project will be constructed in two phases over the course of two construction seasons. Phase one will be starting this Spring, from May 1st through October 31st, 2023, from Haines to Hutchinson. Phase two will be constructed from May 1st to September 5th, 2024, from Hutchinson to Piedmont.
