Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an amendment to agreement L30780 with NEOO Partners to include additional community engagement services requested during the predesign phase as detailed in the attached proposal as Exhibit A, for an increase of $7,760.00 and a new total amount not to exceed $53,095.00, payable from fund 450-030-5520-CP450-24BOND-MNLBRY (capital improvements, finance, buildings & structures, capital projects - other fund contributions, Minnesota state bonds 2024, Library bonding project).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to agreement L30780 with NEOO Partners for community engagement services for the Duluth Multipurpose Community Services Center Project for an increase of $7,760.00.

The additional cost will be covered by the Duluth Library Foundation pursuant to an agreement between the City of Duluth and the Foundation to jointly fund the total $300,000 cost to conduct a community-informed predesign study focused on converting the Duluth’s Main Library building into a multi-purpose, regional community service center housing library, workforce, and mental health crisis services.

The additional community engagement services will allow the project partners to hold more public meetings, enhance stakeholder coordination and engagement, and better communicate and disseminate the predesign report to be submitted to the State of Minnesota in October of 2023 for potential state funding in the upcoming 2024 bonding session.
