CITY PROPOSAL:
RESOLVED that the proper city officials are hereby authorized to enter into a Project Partnership Agreement with the United States Army Corps of Engineers, a copy of which is attached hereto as Exhibit A, in the amount of $288,000 to provide supplementary funding for the Keene Creek Resiliency-Irving Park Biofiltration Basin construction project, said funds to be deposited in Fund 535-500-1905-5533; and
FURTHER RESOLVED, that the city hereby commits $96,000 from Fund 535-500-1905-5533 as the City's matching local share of the cost of that project.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the execution of the Project Partnership Agreement with the United States Army Corps of Engineers to accept $288,000 to fund a major portion of the cost of the Keene Creek Resiliency-Irving Park Biofiltration Basin construction project and to commit to fund the local share of the project at a cost to the City of $96,000, utilizing encumbered City of Duluth stormwater capital funds. The United States Army Corps of Engineers funding is provided through the Section 569 Program which provides the authority for the Corps to assist a non-federal interest for carrying out water-related environmental infrastructure and resource protection and development projects. Additionally, the Keene Creek Resiliency-Irving Park Biofiltration Basin construction project is partially funded by a Great Lakes Commission Grant previously approved under Resolution 22-0785R.

The project will fund the construction of a rain garden facility in 2025 within Irving Park that will help to clean stormwater contributing to Keene Creek which in turn drains into the St. Louis River and ultimately Lake Superior. It is estimated that the projec...
