CITY PROPOSAL:

RESOLVED that the proper city officials are hereby authorized to enter into a Project Partnership Agreement with the United States Army Corps of Engineers, a copy of which is attached hereto as Exhibit A, in the amount of $1,200,000 to provide funding for the Tischer Creek Tributary 7 Resilience Project, City project number 2344, said funds to be deposited in Fund 535-500-1905-5533.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the execution of the Project Partnership Agreement with the United States Army Corps of Engineers to accept $1,200,000 to fund the construction of stormwater utility infrastructure, removal of non-native plants and trees and the restoration of native vegetation near Hartley Park and Tributary 7 of Tischer Creek. The City will partner with the South St. Louis Soil and Water Conservation District (“SWCD”), to execute the vegetation removal and restoration components of the project. The SWCD will provide $418,825 of non-federal match for the project through the Conservation Partners Legacy program. The United States Army Corps of Engineers funding is provided through the Section 569 Program which provides the authority for the Corps to assist a non-federal interest for carrying out water-related environmental infrastructure and resource protection and development projects.

 

The project will fund the construction of infrastructure and vegetation restoration that will improve water quality in Tischer Creek, Tributary 7. The stormwater utility infrastructure will remove sediment, trash and other associated pollutants from stormwater that drains to the tributary from the Woodland Neighborhood. The vegetation restoration will improve stream health, fish passage, and benefit brook trout and other fish species in the cold-water tributary that flows through Hartley Park and the outdoor programming spaces at the facility.
