CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to submit an application to the United States Environmental Protection Agency for a 2026 Community-wide Assessment Grant Application for up to $500,000.

FURTHER RESOLVED, that the city of Duluth has the legal authority to accept these funds if awarded and the financial, technical, and managerial capacity to ensure proper planning and implementation of the project.

FURTHER RESOLVED, that there is no local match required for the 2026 Community-wide Assessment Grant and no match is being committed by the city of Duluth.

FURTHER RESOLVED, that the city council names the fiscal agent for this project as Juanita Salinas, City of Duluth Finance Director, 411 West First Street, Duluth MN 55802.

 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the City of Duluth to apply for the 2026 Community-Wide Assessment Grant through the United States Environmental Protection Agency (EPA). Grant funds, in an amount not to exceed $500,000, would be used to Conduct Phase I and Phase II Environmental Site Assessments and develop an inventory of underutilized properties. By identifying environmental conditions and potential contamination early, the assessments reduce uncertainty and financial risk, improve site readiness, and remove barriers that often delay or prevent redevelopment, enabling reinvestment in properties and supporting community revitalization.  There are no matching funds required for this application and the application is to be submitted on January 28, 2026.
