CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, a copy of which is attached hereto as Exhibit A, with independent school district 709 ("ISD 709") to sell mixed salt and sand material to ISD 709 from city stockpiles for treatment of ice and snow conditions at 158% of city's cost, receipts to be payable to fund no. 110-500-1920-4261 (general fund, public works and utilities, street maintenance, independent school district 709).

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the city to enter into an agreement with ISD 709 to allow the city to provide mixed salt and sand material to the district from the city's stockpile on an as-needed basis at a price which will reflect the city's net cost of the material.

Because of its needs, the city buys salt and sand in large, bulk quantities and, as a matter of course, keeps a large supply mixed and available during the winter season for street maintenance purposes. The district also has a need for such materials but in relatively small quantities.

As a result, it is much more economical and convenient for ISD 709 to purchase pre-mixed materials from the city than to separately purchase and pre-mix the materials they need. The city has been providing materials in the past on an informal basis but the parties have determined that it would be in everyone's best interests to formalize the arrangement.

This agreement authorizes the city to provide the materials to the district on an as-needed basis as long as the district reimburses the city for its actual costs of providing them (the parties have agreed that the city's actual costs equal 158% of the cost of the salt and sand) and as long as the provision of the materials will not endanger the city's ability to fulfill its maintenance res...
