CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to contract with Wren Works for the Duluth Coastal Infrastructure Rehabilitation project for a total amount not to exceed $14,408,739.13, payable from fund 450-030-5530-CP450-20BOND-SEAWLL (capital improvements, finance, improvements other than buildings, capital projects - other fund contributions, city & state bonds 2020, Seawall phase II).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Wren Works for the Duluth Coastal Infrastructure Rehabilitation project for an amount not to exceed $14,408,739.13.

This project will reconstruct the seawall and adjoining flat spaces located along Harbor Drive behind the Duluth Entertainment Convention Center. The project will renew deteriorated public infrastructure including Harbor Drive and associated stormwater facilities, establish coastal infrastructure that will better endure the pounding of the lake and prevent recurrent flooding, accommodate deep draft vessels including cruise ships, provide a landscaped, waterfront, wheelchair-accessible bike/pedestrian corridor, and enable periodic closure of Harbor Drive so that the area may be temporarily used for events. A conceptual rendering of the completed project is attached as Exhibit A.

The project will be funded with proceeds from a $4.9 million federal grant from the Department of Commerce Economic Development Administration, a $13.5 million State of Minnesota bonding award, and a total of $1 million from the City of Duluth Street Improvement Fund and the City of Duluth Stormwater Utility.
