CITY PROPOSAL:

BE IT RESOLVED, that the proper City officials are hereby authorized to accept the grant, substantially in the form of Exhibit A, from the U.S. Environmental Protection Agency and to draw down the appropriated funds in an amount not to exceed $97,968 for the purpose of supporting data collection for potential soil contamination near Munger Landing, with said funds to be deposited into 205-130-1220-4209-02-CM205-NATRES-26EPA (parks fund, community resources, parks capital, direct Federal grants - operating, natural resources, 2026 EPA Grant).

 

FURTHER RESOLVED, the required recipient contribution of $52,752 will be evenly split between the City and Paramount Global, the successor in interest to the Westing House, a predecessor to the Grand Ave. Estates property, who is cooperating on a voluntary basis.

 

FURTHER RESOLVED, the City of Duluth has the legal authority to accept these funds and the financial, technical, and managerial capacity to ensure proper planning and maintenance of the project.

 

FURTHER RESOLVED, that the Duluth City Council names the fiscal agent for this project as Nina Salinas, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes acceptance of a grant from the U.S. Environmental Protection Agency (EPA) in the amount of $97,968 to support data collection for potential soil contamination near Munger Landing.

 

This noncompetitive grant opportunity with funding from the Great Lakes Restoration Initiative arose through the St. Louis River Area of Concern management actions that are coordinated by an array of State, Federal, Tribal, and local agencies that are working to resolve the legacy contamination within the river and watershed. The EPA has dedicated funding to support management actions, and the project will support management goals pertaining to investigation and remediation of environmental contamination.

 

The City of Duluth will work with partners to perform remedial investigation for potentially impacted soil at the Manhole #1 site and connected sewer infrastructure in the St. Louis River Area of Concern in Duluth, Minnesota. Activities include completion of pre-field sampling activities, including permitting, completion of a quality assurance project plan, development of a field sampling plan, and site preparation and collection and analysis of approximately 50 soil samples for polychlorinated biphenyl (PCBs). Outcomes include preparation of a Response Action Plan that will inform potential removal action at the Manhole#1 site, a potential contamination source to the previously remediated and restored Munger Landing project site and Snively Creek wetland in the St. Louis River Estuary Area of Concern. Intended beneficiaries are all those who live and recreate in or near the St. Louis River Estuary Area of Concern.
