RESOLUTION AUTHORIZING APPLICATION TO AND, IF OFFERED, ACCEPTANCE OF A $100,000 MINNESOTA DEPARTMENT OF NATURAL RESOURCES (MN DNR) OUTDOOR RECREATION GRANT TO IMPLEMENT PORTIONS OF THE QUARRY PARK MINI-MASTER PLAN - PHASE I.

CITY PROPOSAL:
RESOLVED, the city of Duluth acts as legal sponsor for the project contained in the outdoor recreation grant application to be submitted on March 31, 2016, and the city of Duluth parks and recreation division is hereby authorized to apply to the MN DNR for funding of this project on behalf of the city of Duluth.
FURTHER RESOLVED, the city of Duluth has the legal authority to apply for financial assistance, and ensures adequate construction, operation, maintenance and replacement of the proposed project for its design life.
FURTHER RESOLVED, the city of Duluth estimates the grant amount to be $100,000 and available on a 1:1 match, and has matching funds available (452-Tourism & Recreational Projects, 030-Finance, 5530-Half and Half Tourism Tax Projects, Project HANDHTAX-1508).
FURTHER RESOLVED, the city of Duluth, upon approval of its application by the state, may enter into an agreement with the state of Minnesota, substantially in the form of attached EXHIBIT C, for the above-referenced project, and certifies it will comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as: Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: In early 2016, the city of Duluth acquired the land comprising the 30 acres surrounding an abandoned quarry site to re-purpose as a City park and to provide unique recreational opportunities to the public. The quarry has long been used by neighbors as an informal park to hike, walk dogs, view the St. Louis River, and ice climb during the winter months.
