CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Perkins+Will, substantially in the form of that attached as Exhibit A, for technical services for the Western Port Area Neighborhood plan, for an amount not to exceed $185,075, payable from Economic Development 255, Planning 020, Other Professional Services 5319.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Perkins + Will consultant team for an amount not to exceed $185,075. The consultant team also includes staff from Toole Design Group, Tangible Consulting Services and SEH.
The procurement process included solicitation of RFQs; a short-listing of four consultant teams that subsequently provided an RFP response; and the presentation by, and interviews of, those four teams. A committee provided scores based on the following criteria: technical skills and methodology, community engagement, understanding of need for a AWP, presentation and attitude, community health in planning, and budget parameters; see Exhibit B for final scores. It should be noted that the four proposals' budgets were within $75 of each other.
The City accepted a $200,000 EPA Area-Wide Planning ("AWP") grant in September 2015. This is a brownfields grant that will focus upon the St. Louis River Corridor, and specifically the Western Port Area Neighborhood ("WPAN") that largely consists of the Irving and Fairmont neighborhoods, both of which are affected by similar infrastructure, connectivity and demographic challenges. The Professional Services Agreement is in the amount of $185,075; this is 100% grant reimbursable and does not require a local match.
