RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES (MN DNR) FEDERAL RECREATIONAL TRAIL PROGRAM TO CONSTRUCT A MULTI-USE TRAIL ALONG THE PROPOSED DWP RAIL BED TRAIL FROM SPIRIT MOUNTAIN TO STEWART CREEK.

CITY PROPOSAL:

RESOLVED, the proper city officials are hereby authorized to submit an application to the MN DNR for funding to build the multi-use trail along the proposed DWP Rail Bed Trail from Spirit Mountain to Stewart Creek as described in the application.

 

FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and the financial, technical and managerial capacity to ensure proper construction, operation and maintenance of the project in perpetuity.

 

FURTHER RESOLVED, the estimated cost for design and construction of this project is $300,000.  The city of Duluth estimates the grant amount to be $150,000 and available on a 1:1 local matching basis, and has the required $150,000 cash match funds payable from the ½ and ½ tourism tax (452), finance (030), improvements other than buildings (5530). 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes application to a $150,000 Minnesota Department of Natural Resources Federal Recreational Trail Program grant to develop the Spirit Mountain - to Stewart Creek segment of the DWP rail trail including replacement or restoration of the flood-damaged Stewart Creek bridge. The 2011 City of Duluth Trails and Bikeways plan calls for establishment of the former DWP rail bed as a multi-use trail. The DWP is envisioned as an ADA accessible trail for equestrians, cyclists, walkers, and snowmobilers. The trail features spectacular views of the river from a regionally unique mountainous environment, a segment that travels through a tunnel beneath Ely Peak, and crossing of two lofty historic rail trestles. Matching funds will be provided by $150,000 from the ½ and ½ tax.
