CITY PROPOSAL:
RESOLVED, the proper city officials are hereby authorized to submit an application to the MN DNR for funding to build the Clyde Connector - a multi-use trail from the intersection of Clyde Avenue North 95th Avenue West in the Smithville neighborhood to the Munger Trail, the DWP Rail Trail and Western Skyline Parkway to the Magney Trailhead parking area as described in the application.

FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and the financial, technical and managerial capacity to ensure proper construction, operation and maintenance of the project in perpetuity.

FURTHER RESOLVED, the estimated cost for design and construction of this project is $300,000. The city of Duluth estimates the grant amount to be $150,000 and available on a 1:1 local matching basis, and has the required $150,000 cash match funds payable from the 1/2 and 1/2 tourism tax (452), finance (030), improvements other than buildings (5530).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution approves application to a Minnesota DNR Federal Recreational Trail Program grant to restore the Clyde Connector - a multi-use trail from the intersection of Clyde Avenue North 95th Avenue West in the Smithville neighborhood to the Munger Trail, the DWP Rail Trail and Western Skyline Parkway. The project will follow the recommendation in the 2011 City of Duluth Trails and Bikeways plan to establish a river to ridgetop trail connector at this location to connect existing or planned regionally significant trail systems for hiking, snowmobiling, equestrian trail riding, and mountain biking.
