CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Stack Bros. Mechanical Contractors, Inc. (Stack Bros), for the modification of the gas burner control system for two boilers at Duluth Energy Systems (DES), in accordance with the statement of work prepared by DES, and a total contract amount not to exceed one hundred thirty-two thousand, six hundred and no/dollars ($132,600.00), payable from Steam Fund 540; Steam 0920; Non-Operating 1499; Improvements Other than Buildings 5530.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Stack Bros for modifications to the gas burner control system at DES. DES has four steam coal fired boilers; two of the boilers (boilers #2 and #3) are outfitted with natural gas burners. The burner control system is outdated and does not meet current codes and standards. The scope of this project is to update the burner management system, install gas control valves, dampers, miscellaneous sensors, and a mill inerting system.
The purchasing division posted an invitation to bid on the city’s website on April 15, 2016, and received three bids by the closing date. The bids were reviewed and Stack Bros. was determined to be the lowest responsible bidder. The bid results are attached as Exhibit A.
