CITY PROPOSAL:
RESOLVED, that pursuant to Section 62 of the City Charter, the city council hereby expresses its intent to cause the construction of a sanitary sewer extension in Minnesota Avenue beginning at the southeast corner of 18th Street and extending 34 feet northerly, and hereby requests that the mayor prepare or cause to have prepared plans, specifications and estimates therefor, and file such plans and estimates with the special assessment board, together with a recommendation as to what portion of the costs should be paid by special assessment, and the properties which should include the special assessment:

Statement of Purpose
STATEMENT OF PURPOSE: This resolution begins the formal process of making assessable improvements for construction of a sanitary sewer extension to 1730 Minnesota Avenue. The extension of the Minnesota Avenue sewer would benefit that property by providing a new service for a new living space, and would provide a direct connection to city sewer main.
As provided for in Section 62, the process can be initiated either by petition or by action of the city council itself. This case is by petition by the owner of 1730 Minnesota Avenue.
As is normal, this resolution of intent is the first step in the process. Once approved it will trigger preparation of plans and specifications for the work and estimates of the costs and the assessments involved. Notices will then be sent to the affected property owners and they will be given the opportunity to be heard before the special assessment board. After the board makes its recommendation, the matter will be returned to the city council for consideration of an ordering-in resolution.
